This is a classic riddle. There are several ways to go about solving this. Take your time.

You turn the + into -, by taking the match stick from the vertical portion of the + and attach it to 6 to turn it into and 8.
That would give you 8 – 4 = 4
Secondly, 0 + 4 = 4 too.
Turn the 6 into a 0.
Thirdly, 5 + 4 = 9
Turn the 6 into a 5 by taking the bottom left portion of the 6 and then add it on top of the 4 in the right side of the equation to make it a 9.
